The brief_
A regional public authority was preparing a corporate-wide tender for the procurement of BIM implementation services. The technical prescriptions had to set a reference standard rigorous enough to be applied uniformly across an organization with multiple operational domains, and clear enough that mid-market engineering firms could bid on it without ambiguity. The challenge was less about technical depth and more about institutional translation: turning best-practice BIM standards into clauses that technical and procurement teams could all sign off on.
What I did_
Authored the BIM technical prescriptions section of the institutional tender. Built the framework on ISO 19650 and openBIM standards, then translated it into clauses adapted to the organization's internal governance and procurement reality. The work was less about specifying tools and more about vectoring: giving the institution a defensible technical reference it could use to procure transformation services without being captured by any single vendor.
Outcome_
Reference framework adopted by the Diputació de Barcelona for its 2024–2025 institutional BIM implementation tender. This kind of work is rarely the most visible commercially, but it sets the conditions under which a public administration can procure transformation as a coherent, multi-vendor effort — instead of reacting to point requests one tender at a time.
